In-house testing
Manufacturers test their own product during and after production. That routine quality control is normal and useful. The limit is that the company is checking its own work, and the person reading the result has to trust it.
A certificate on the manufacturer's own letterhead, with no outside lab named, is an in-house result.
Third-party testing
A third-party lab is a separate company paid to test a sample. It gains nothing from a good or bad result. A third-party report names the lab, the sample and the date, and it can usually be confirmed with the lab directly.
